Carl Sachs, Managing Director, Workplace Access & Safety interviews eminent Australian OHS lawyer and author Michael Tooma from Norton Rose, to discuss the legal compliance for working at heights. - Script - This legislation is at the end of the day about looking after people and making sure that they go home safely to their families and there are a lot of things that we ought to be doing in organizations, higher up the chain in terms of preventative action that are designed to ensure that they deliver that outcome in a more effective way. Fall prevention is one of those classic situations where a lot of the time our mind goes straight into lower order controls. Personal protective equipment by another name which is like fall arrest equipment for example. Harnesses, we talk about harnesses being synonymous with fall prevention, but really, you are now talking about the lowest order of control in terms of the hierarchy. What you really want is to have more passive controls in place to make sure that people don’t have to think about whether or not they’re going to all or not because they are prevented from falling through preventative barriers and edge protection and those types of measures. And they should be at the fore of the approach that you take to managing health and safety in this area. That’s the way in which you protect your legal liability, that’s the way in which you make sure your people go home safely to their family and that’s the happy marriage between compliance and Safety. But if you’re overly focused on compliance then you are being driven by the wrong values. Well, in relation to fall hazards, there is a hierarchy that is prescribed in the regulations and people are required to look at higher order controls like passive controls, passive protection in relation to fall prevention before they look at other lower order controls like fall arrest equipment or administrative controls. They have got to be done in combination but there is a prescribed hierarchy by which you must look at those issues. Now in that context fall prevention has been singled out in the regulations as something that is so significant that it must be dealt with comprehensively and in that way it is different from other risks that haven’t been singled out in that way. It all forms part of your duty of care, but it is such an important risk that the regulators thought that it was fitting that there would be a special provision in relation to it. Well, if you don’t follow the hierarchy in the order that it is set down in the regulations then you don’t comply with the regulations and you technically in breach of the regulations. There are consequences associated with breach of the regulations. Usually, practically that is enforced by way of either improvement notices or prohibition notices and/or prosecutions for breach of your duty of care. It is going to very hard to say that I have complied with my duty of care if you haven’t complied with the order that is prescribed under the regulations because at the end of the day there is some logic behind that order. That order is about reducing the risk as far as is reasonably practicable. It is about putting long lasting controls, putting things in place that will ensure that you are not relying on near compliance by employees or people simply doing the right thing. We know historically that people make mistakes. It is not unusually for people to make mistakes. This is not some kind of news event or news worthy event that people will make errors at work. Of course they do. There are a number of reasons why they would. Fatigue, they might be distracted, they’ve got things on their mind, especially in the context of the financial woes that we are experiencing as an economy. So relying simply on people doing the right thing is hardly a very effective system in the circumstances which is why the legislation forces you to follow a hierarchy. That hierarchy is designed to rely less and less on people doing the right thing and more and more on systems that are foolproof that prevent people from hurting themselves despite being distracted or despite being momentarily careless. That’s the beauty of the design of the legislation. That is how the legislation tries to take such a critical issue that has contributed to so many fatalities over the years and make it an issue that is well managed in organizations.

NIBIB's 60 Seconds of Science explains what is happening in the body when it undergoes an PET scan. A PET scan uses radioactive tracers to create 3D images of the body. The radiation from the tracers poses little danger to the patient since they quickly pass out of the body. The kind of tracer used will depend on what the doctor is looking for. Often when looking for cancer, doctors use FDG, a modified form of glucose. The isotope on attached to the carrier molecule produces small particles called positrons, which interact with surrounding electrons. What are prisons for, and how did they become a growth industry? Featuring: Chris Munro, Eric Schlosser and Debbie Kilroy John Safran (Chair) Chris Munro was the Managing Editor of Tracker Magazine, Australia's most read Aboriginal Affairs publication which was shut down in 2014. Prior to this he was the Political Editor for the National Indigenous Television news team based at Parliament House and a reporter for the National Indigenous Times newspaper. Chris currently works as a freelance journalist. As an investigative journalist, Eric Schlosser continues to explore subjects ignored by the mainstream media and gives a voice to people at the margins of society. He’s followed the harvest with migrant farm workers in California, spent time with meatpacking workers in Texas and Colorado, told the stories of marijuana growers and pornographers and victims of violent crime, gone on duty with the NYPD Bomb Squad, and visited prisons throughout the US. Schlosser’s first book, Fast Food Nation (2001), helped start a revolution in how Americans think about what they eat. His second book, Reefer Madness (2003), looked at America’s thriving underground economy. Both were New York Times bestsellers. His most recent book, Command and Control (2013), examines the efforts of the military, since the atomic era began during World War II, to prevent nuclear weapons from being stolen, sabotaged, or detonated by accident. Command and Control was a New York Times Notable Book, a Time Magazine Top 10 Nonfiction Book, was a finalist for the 2014 Pulitzer Prize (History) and also received the Gold Medal Award (Nonfiction) from the 2013 California Book Awards. Debbie Kilroy was imprisoned for drug trafficking in 1989 for 6 years. She was stabbed and witnessed the only murder inside an Australian women’s prison, and lost almost everything: her marriage, her home and her children. After her release in 1992, she established Sisters Inside, which advocates for the human rights of women in the criminal injustice system. Sisters Inside has won international acclaim for its work and for a unique structure which ensures it is driven by women inside prison. Debbie was awarded the OAM for services to the community for working with women in prison 2003 and in 2004 she was awarded the National Human Rights Medal. She has a degree in social work and is a qualified gestalt therapist. Debbie was the first person in Australian who has serious convictions to be admitted by the Supreme Court of Queensland to practice law in 2007. John Safran (chair) is an award-winning documentary-maker of provocative and hilarious takes on race, the media, religion and other issues. Botswana Metals Limited (ASX:BML) has received additional assay results from its continuing drilling at the Airstrip Copper discovery in Botswana. The new results revealed copper and silver mineralisation approximately 300m to the northwest of the Airstrip Copper discovery made in February 2010 and additional mineralisation 300m to the southeast. The company believes that potential may be present in the Airstrip Copper prospect area for significant supergene copper mineralisation. Further interpretation will continue as results are received over the next two months. Zamia Metals Limited (ASX:ZGM) is continuing the deep diamond (DD) drilling to test the depth extensions of the Anthony molybdenum (Mo) deposit in central Queensland. Assays are still pending for DD core in holes RCD55 and RCD56 which had visual Mo mineralisation in the core, including apparently higher grade zones. Diamond tails on previously drilled Reverse Circulation (RC) holes RC44, RC32 and RC38 have now been completed. Visual Mo mineralisation was observed in all three holes with assays not yet available. Further RC holes are planned to test the lateral extent of the Anthony deposit. Hill End Gold Limited (ASX:HEG) announced the first JORC Resource Estimate of 234,400 ounces of gold for the Hargraves project in central New South Wales. Indicated Resources now stand at 302,000t at 6.2g/t gold for 60,300 contained ounces while Inferred Resources aggregate 1,137,000t at 4.8g/t gold for 174,100 contained ounces. The company is to commence a 1750m diamond drilling program to test the deeper part of the current mineralisation. The drilling should both add to existing resources and upgrade some of the Inferred Resources to Indicated Resources. Alcyone Resources Limited (ASX:AYN) reported that diamond drilling from the eastern side of the existing Twin Hills project, part of its 100%-owned Texas Silver and Polymetallic Project in south-east Queensland, has returned outstanding high-grade results. The results from the drilling, including an outstanding value of 1m @ 455g/t Ag, indicate potential to expand the existing Twin Hills Resource, extend the mine life at Twin Hills and enhance the overall economics of the operation. The Company is currently finalising its economic review of the Twin Hills mine and is preparing to commence preliminary site works before the end of this calendar year.

Cyberattacks perpetuated by nation states is the new frontier of warfare. This can be seen in the recent accusation by the United States that Russia used a cyberattack to influence the outcome of their election by circulating online emails from the Democratic National Congress. This is one of a growing list of examples whereby nation states are using cyberattacks in novel ways to steal trade secrets, influence politics, spy on citizens or degrade critical infrastructure. Adding to this, there is currently a skills shortage of qualified cyber security professionals needed to defend against this growing threat. The talk‘The Internet is a warzone’ will show how studying in this growing field can equip high school leavers to contribute to securing Australia and its allies from this new form of electronic warfare. Andrew Morell is a lecturer at Macquarie University Law School with a background in information security and law. While working in cybersecurity, he consulted on the largest Federal health database in Australia, working in a security operations capacity to protect highly sensitive patient information. As an academic, he specialises in Cybersecurity, Information Technology law and Intellectual Property law. He studied an undergraduate degree in both Information Technology and Law at Macquarie University where he continues to teach.

As with many other professions, the professional status and the actual practice of professional engineering is legally defined and protected by law. In some jurisdictions, only licensed engineers are permitted to "practice engineering," which requires careful definition in order to resolve potential overlap or ambiguity with respect to certain other professions which may or may not be themselves regulated. Relatedly, jurisdictions that license according to particular engineering discipline need to define those boundaries carefully as well so that practitioners understand what they are permitted to do. Emergency vehicle lighting is visual warning lights fitted to a vehicle for use when the driver wishes to convey to other road users the urgency of their journey, to provide additional warning of a hazard when stationary, or in the case of law enforcement as a means of signalling another driver to stop for interaction with an officer. These lights may be dedicated emergency lights, such as a beacon or a light bar, or may be modified stock lighting, such as a wig-wag or hide-away light, and are additional to any standard lighting on the car such as hazard lights. Often, they are used along with a siren in order to increase their effectiveness. In many jurisdictions, the use of these lights may afford the user specific legal powers, and may place requirements on other road users to behave differently, such as compelling them to pull to the side of the road and yield right of way so the emergency vehicle may proceed through unimpeded. Laws regarding and restricting the use of these lights vary widely between jurisdictions, and in some areas non-emergency vehicles and semi-emergency vehicles may be permitted to use similar lights. Due to the pressures of population and technology, the biophysical environment is being degraded, sometimes permanently. Since the 1960s, activity of environmental movements has created awareness of the various environmental issues. There is no agreement on the extent of the environmental impact of human activity, and protection measures are occasionally criticized. Academic institutions now offer courses, such as environmental studies, environmental management and environmental engineering, that teach the history and methods of environment protection. Protection of the environment is needed due to various human activities. Waste production, air pollution, and loss of biodiversity (resulting from the introduction of invasive species and species extinction) are some of the issues related to environmental protection. The Boeing 747 is a wide-body commercial airliner and cargo transport aircraft, often referred to by its original nickname, Jumbo Jet, or Queen of the Skies. It is among the world's most recognizable aircraft and was the first wide-body produced. Manufactured by Boeing's Commercial Airplane unit in the United States, the original version of the 747 was two and a half times larger in capacity than the Boeing 707, one of the common large commercial aircraft of the 1960s. First flown commercially in 1970, the 747 held the passenger capacity record for 37 years. The four-engine 747 uses a double deck configuration for part of its length. It is available in passenger, freighter and other versions. Boeing designed the 747's hump-like upper deck to serve as a first class lounge or (as is the general rule today) extra seating, and to allow the aircraft to be easily converted to a cargo carrier by removing seats and installing a front cargo door. Boeing did so because the company expected supersonic airliners (development of which was announced in the early 1960s) to render the 747 and other subsonic airliners obsolete, while the demand for subsonic cargo aircraft would be robust well into the future. The 747 was expected to become obsolete after 400 were sold, but it exceeded critics' expectations with production passing the 1,000 mark in 1993. The desire of Western Australians to revert to complete self-governance, separate from the Commonwealth, culminated in 1933 with a successful referendum for secession supported by 68% of electors. In 1935 the British parliament declined to act since secession would require the assent of the Australian parliament, and the movement lapsed with an improving economy and generous federal grants.

My Friend Irma, created by writer-director-producer Cy Howard, is a top-rated, long-run radio situation comedy, so popular in the late 1940s that its success escalated to films, television, a comic strip and a comic book, while Howard scored with another radio comedy hit, Life with Luigi. Marie Wilson portrayed the title character, Irma Peterson, on radio, in two films and a television series. The radio series was broadcast from April 11, 1947 to August 23, 1954. Dependable, level-headed Jane Stacy (Cathy Lewis, Diana Lynn) began each weekly radio program by narrating a misadventure of her innocent, bewildered roommate, Irma, a dim-bulb stenographer from Minnesota. The two central characters were in their mid-twenties. Irma had her 25th birthday in one episode; she was born on May 5. After the two met in the first episode, they lived together in an apartment rented from their Irish landlady, Mrs. O'Reilly (Jane Morgan, Gloria Gordon). Irma's boyfriend Al (John Brown) was a deadbeat, barely on the right side of the law, who had not held a job in years. Only someone like Irma could love Al, whose nickname for Irma was "Chicken". Al had many crazy get-rich-quick schemes, which never worked. Al planned to marry Irma at some future date so she could support him. The attack against children is global in scope. Children are literally being destroyed, ruined, by the millions. Yet, you seldom see anything about it in the news. The truth is being suppressed by those who have an interest in the destruction of the innocent - who, unfortunately, also are in positions of control over the media, and most everything else in this world. My advice is this: Settle! That's right. Don't worry about passion or intense connection. Don't nix a guy based on his annoying habit of yelling "Bravo!" in movie theaters. Overlook his halitosis or abysmal sense of aesthetics. Because if you want to have the infrastructure in place to have a family, settling is the way to go. Based on my observations, in fact, settling will probably make you happier in the long run, since many of those who marry with great expectations become more disillusioned with each passing year. (It's hard to maintain that level of zing when the conversation morphs into discussions about who's changing the diapers or balancing the checkbook.) Obviously, I wasn't always an advocate of settling. In fact, it took not settling to make me realize that settling is the better option, and even though settling is a rampant phenomenon, talking about it in a positive light makes people profoundly uncomfortable. Whenever I make the case for settling, people look at me with creased brows of disapproval or frowns of disappointment, the way a child might look at an older sibling who just informed her that Jerry's Kids aren't going to walk, even if you send them money. It's not only politically incorrect to get behind settling, it's downright un-American. Our culture tells us to keep our eyes on the prize (while our mothers, who know better, tell us not to be so picky), and the theme of holding out for true love (whatever that is—look at the divorce rate) permeates our collective mentality. Even situation comedies, starting in the 1970s with The Mary Tyler Moore Show and going all the way to Friends, feature endearing single women in the dating trenches, and there's supposed to be something romantic and even heroic about their search for true love. Of course, the crucial difference is that, whereas the earlier series begins after Mary has been jilted by her fiancé, the more modern-day Friends opens as Rachel Green leaves her nice-guy orthodontist fiancé at the altar simply because she isn't feeling it. But either way, in episode after episode, as both women continue to be unlucky in love, settling starts to look pretty darn appealing. Mary is supposed to be contentedly independent and fulfilled by her newsroom family, but in fact her life seems lonely. Are we to assume that at the end of the series, Mary, by then in her late 30s, found her soul mate after the lights in the newsroom went out and her work family was disbanded? If her experience was anything like mine or that of my single friends, it's unlikely. And while Rachel and her supposed soul mate, Ross, finally get together (for the umpteenth time) in the finale of Friends, do we feel confident that she'll be happier with Ross than she would have been had she settled down with Barry, the orthodontist, 10 years earlier? She and Ross have passion but have never had long-term stability, and the fireworks she experiences with him but not with Barry might actually turn out to be a liability, given how many times their relationship has already gone up in flames. It's equally questionable whether Sex and the City's Carrie Bradshaw, who cheated on her kindhearted and generous boyfriend, Aidan, only to end up with the more exciting but self-absorbed Mr. Big, will be better off in the framework of marriage and family. (Some time after the breakup, when Carrie ran into Aidan on the street, he was carrying his infant in a Baby Björn. Can anyone imagine Mr. Big walking around with a Björn?)
