The World Bank Group - Governance Global Practice's Open Private Sector program has developed a training manual for Public Private Dialogue (PPD) practitioners which includes 4 presentations: (1) Good Practice in Setting up, Managing and Exiting a PPD; (2) PPD Communication and Outreach; (3) PPD for Competitiveness; and, (4) Basics of Monitoring and Evaluation in PPD. You are currently watching the fourth presentation: Basics of Monitoring and Evaluation in PPD, section 2 out of 5: "Evaluation Wheel". This section introduces the PPD Evaluation Wheel, used to visually evaluate different aspects of a PPD which contribute to its organizational effectiveness. The PPD Wheel addresses the 12 elements of the PPD Charter of Good Practice considered as essential contributors to an effective PPD process. For each of the 12 elements represented on the wheel, objectively verifiable indicators indexed on a scale from 1 to 10 have been identified. The average index between different indicators for a single process aspect gives the final score to be plotted on the wheel. Examples of the Evaluation Wheel usage from the Tanzania Mining PPD, Cambodia Government-Private Sector Forum (G-PSF), and the Benin Presidential Investment Council are presented, as well as an exercise for practice.

School, Inc. comes full circle to conclude in the English countryside where the Industrial Revolution began. Oklahoma’s public education budget has been slashed more than any other state since the start of the recession in 2008, and its teachers are among the lowest paid in the nation. Scores of teachers are planning to begin a 123-mile protest march today from Tulsa to Oklahoma City. Meanwhile, thousands of teachers continue to protest in Kentucky, demanding a reversal to a provision in a recently passed bill about sewage treatment that gutted their pension benefits. On Monday, every school in the state was closed either due to spring break or in anticipation of a massive rally in the capital of Frankfort, where teachers filled the rotunda of the Kentucky state Capitol, chanting “Fund our schools!” This year’s wave of teacher rebellions began in West Virginia, where teachers won a 5 percent pay raise after a historic strike. Angola /ænˈɡoʊlə/, officially the Republic of Angola (Portuguese: República de Angola pronounced: [ʁɛˈpublikɐ dɨ ɐ̃ˈɡɔlɐ]; Kikongo, Kimbundu, Umbundu: Repubilika ya Ngola), is a country in Southern Africa bordered by Namibia on the south, the Democratic Republic of the Congo on the north, and Zambia on the east; its west coast is on the Atlantic Ocean and Luanda is its capital city. The exclave province of Cabinda has borders with the Republic of the Congo and the Democratic Republic of the Congo. The Portuguese were present in some -- mostly coastal -- points of the territory of what is now Angola, from the 16th to the 19th century, interacting in diverse ways with the peoples who lived there. In the 19th century, they slowly and hesitantly began to establish themselves in the interior. Angola as a Portuguese colony encompassing the present territory was not established before the end of the 19th century, and "effective occupation", as required by the Berlin Conference (1884) was achieved only by the 1920s after the Mbunda resistance and abduction of their King, Mwene Mbandu I Lyondthzi Kapova. Independence was achieved in 1975, after a protracted liberation war. After independence, Angola was the scene of an intense civil war from 1975 to 2002. Despite the civil war, areas such as Baixa de Cassanje continue a lineage of kings which have included the former King Kambamba Kulaxingo and current King Dianhenga Aspirante Mjinji Kulaxingo. Temasek Holdings Private Limited is an investment company owned by the Government of Singapore. Incorporated in 1974, Temasek owns and manages a net portfolio of S$266 billion, mainly in Singapore and Asia. It is an active shareholder and investor, and its portfolio covers a broad spectrum of sectors including financial services, telecommunications, media and technology, transportation and industrial, life sciences, consumer, real estate, as well as energy and resources. Temasek has a multinational team of over 490 people, in 11 offices globally including London and New York. Temasek is commonly referred to as a sovereign wealth fund, particularly by the press and research outlets based outside Singapore. However, it has frequently disputed this terminology, and prefers to be referred to as an investment company, because it invests mostly in equities, is the outright owner of many assets, and pays taxes like other commercial investment firms. However, its sole shareholder is Singapore's Ministry of Finance. A spokesman for the Ministry of Finance has previously noted that even though "there is still no universally accepted definition of sovereign wealth funds", Temasek is required to abide by international guidelines for sovereign wealth funds. Texas A&M University (A&M or TAMU) is a coeducational public research university located in College Station, Texas, United States. It is the flagship institution of the Texas A&M University System, the fourth-largest university in the United States and the largest university in Texas. Texas A&M's designation as a land, sea, and space grant institution reflects a range of research with ongoing projects funded by agencies such as the National Aeronautics and Space Administration (NASA), the National Institutes of Health, the National Science Foundation, and the Office of Naval Research. The school ranks in the top 20 American research institutes in funding and has made contributions to such fields as animal cloning and petroleum engineering. The first public institution of higher education in Texas, though not the first general university in the state, the school opened on October 4, 1876 as the Agricultural and Mechanical College of Texas under the provisions of the Morrill Land-Grant Acts. Originally, the college taught no classes in agriculture, instead concentrating on classical studies, languages, literature, and applied mathematics. After four years, students could attain degrees in scientific agriculture, civil and mining engineering, and language and literature. Under the leadership of President James Earl Rudder, in the 1960s A&M desegregated, became coeducational, and dropped the requirement for participation in the Corps of Cadets. To reflect the institution's expanded roles and academic offerings, the Texas Legislature renamed the school to Texas A&M University in 1963. The letters "A&M", originally short for "Agricultural and Mechanical", are retained only as a link to the university's past. The school's students, alumni, and sports teams are known as "Aggies". Emerging threats for pandemics, such as the Zika virus and H7N9 influenza virus, also continue to challenge the global coalition on health and humanitarian aid. As global leaders, China and the United States have a shared interest in engaging these challenges, for their own citizens and for the world. Established in spring 2016, the U.S.-China Research Group on Global Health and Migration, convened by Dr. Jennifer Huang Bouey of Georgetown University in collaboration with Dr. Cheng Feng of Tsinghua University, brings together a team of leading U.S. and Chinese scholars for dialogue and research around key academic and policy issues relating to pandemic preparedness, the cross-national movement of peoples, and challenges they pose for national health systems. In this event, the research group will share findings from their collaborative research and engage the public in a wider dialogue on global health and migration issues.

My advice is this: Settle! That's right. Don't worry about passion or intense connection. Don't nix a guy based on his annoying habit of yelling "Bravo!" in movie theaters. Overlook his halitosis or abysmal sense of aesthetics. Because if you want to have the infrastructure in place to have a family, settling is the way to go. Based on my observations, in fact, settling will probably make you happier in the long run, since many of those who marry with great expectations become more disillusioned with each passing year. (It's hard to maintain that level of zing when the conversation morphs into discussions about who's changing the diapers or balancing the checkbook.) Obviously, I wasn't always an advocate of settling. In fact, it took not settling to make me realize that settling is the better option, and even though settling is a rampant phenomenon, talking about it in a positive light makes people profoundly uncomfortable. Whenever I make the case for settling, people look at me with creased brows of disapproval or frowns of disappointment, the way a child might look at an older sibling who just informed her that Jerry's Kids aren't going to walk, even if you send them money. It's not only politically incorrect to get behind settling, it's downright un-American. Our culture tells us to keep our eyes on the prize (while our mothers, who know better, tell us not to be so picky), and the theme of holding out for true love (whatever that is—look at the divorce rate) permeates our collective mentality. Even situation comedies, starting in the 1970s with The Mary Tyler Moore Show and going all the way to Friends, feature endearing single women in the dating trenches, and there's supposed to be something romantic and even heroic about their search for true love. Of course, the crucial difference is that, whereas the earlier series begins after Mary has been jilted by her fiancé, the more modern-day Friends opens as Rachel Green leaves her nice-guy orthodontist fiancé at the altar simply because she isn't feeling it. But either way, in episode after episode, as both women continue to be unlucky in love, settling starts to look pretty darn appealing. Mary is supposed to be contentedly independent and fulfilled by her newsroom family, but in fact her life seems lonely. Are we to assume that at the end of the series, Mary, by then in her late 30s, found her soul mate after the lights in the newsroom went out and her work family was disbanded? If her experience was anything like mine or that of my single friends, it's unlikely. And while Rachel and her supposed soul mate, Ross, finally get together (for the umpteenth time) in the finale of Friends, do we feel confident that she'll be happier with Ross than she would have been had she settled down with Barry, the orthodontist, 10 years earlier? She and Ross have passion but have never had long-term stability, and the fireworks she experiences with him but not with Barry might actually turn out to be a liability, given how many times their relationship has already gone up in flames. It's equally questionable whether Sex and the City's Carrie Bradshaw, who cheated on her kindhearted and generous boyfriend, Aidan, only to end up with the more exciting but self-absorbed Mr. Big, will be better off in the framework of marriage and family. (Some time after the breakup, when Carrie ran into Aidan on the street, he was carrying his infant in a Baby Björn. Can anyone imagine Mr. Big walking around with a Björn?)
