Imagine what will happen to us in Buguey, Cagayan if this mining companies continues with their operations. My dear townmates, we are now the caretakers of our environment. It is our duty and obligations to protect it and save what is left in our environment, not only our sake bet also for the future generations-for the sake of our childrens. Their operation is evidently within the prohibited zone as define under the Phil. Mining Act of 1995 that 200 meters onshore from the mean low tide and 500 meters offshore from the mean low tide from the coast are areas closed to mining...Likewise Batas Pambansa 265 prohibits the extraction of any beach resources... But look what they are doing? Remember the RULE OF LAW must prevail. Ignorance of the law excuses no one and no man is above the law...therefore the government should not tolerate any violations of the law... It is also our constitutionAL right to live in a healthy and balanced ecology. MGB National Director Jazareno reiterated that no permit has been given for Magnetite Mining in Ilocos Sur. And therefore all existing black sand mining in Ilocos SUr are illegal.

Contrary to claims of local officials that no mining operation being done but dredging and quarrying, the team Social Action Commission of the Archdiocese of Nueva Segovia (SAC NS) and Ilocos Sur Collective Action for the Protection of the Environment (ISCAPE) made a surprise ocular visit in the mining site at Sitio Namnama, Tamorong Sta. Catalina, Ilocos Sur on July 12, 2013 at 8:30AM, and found out the full blast mining operation: 1. one big ship with suction machine docked on river entry of Bantaoay River, Sitio Nagtupacan, Pudoc Sur, San Vicente Ilocos Sur 2. Ten sets of machines in operation, segregating the black sand materials 3.. Complete set of workers are manning the operation with 3 Taiwanese supervising the operation 4. Gray sand as waste materials being dumped along the seashore with big pipes connecting the processing plant. 5. Two other big ships are standing by along the seashore of Tamorong, Sta. Catalina, Ilocos Sur and San Sebastian, San Vicente, Ilocos Sur.

Gonzaga, ecological destruction caused by black sand mining/magnetite mining

Illegal mining activities in Gonzaga (Cagayan, Phillipines) by Chinese companies Lian Xing Stone Carving Corporation en Huaxia Mining and Trading Corp. These companies are destroying the beautiful beaches without any interference by local, provincial or national authorities. The local mayor and business man, Carlito Pentecostes, endorses the destruction. Despite harsh protests from the local communities. Local environmentalist Esperlita Garcia is intimidated and threatened, barangay heads were forced to endorse the mining too. Even if it means the destruction of their barangay. The ecological and economical consequences for Gonzaga will be huge. Magnetite is mined also offshore and will be mined in the mountains. Officially this is considered 'small sale mining'. In reality it is large scale theft. Gonzaga is one of the many fronts in the 'sand wars' around the South Chinese or West Phillipine Sea. Main 'war mongers' are China and Singapore, hungry for sand and other raw materials. The magnetite of Gonzaga is shipped to China in Port Irene, a port controlled by the Enrile family. This very prowerful and influential family has done nothing to prevent the destruction of their homelands.

After 17 days of the demolition of the black sand mining processing stations in Ilocos Sur implemented by the inter agency task force upon the joint order of the Department of Justice (DOJ) and Department of Environment and Natural Resources (DENR), the Social Action Commission of the Archdiocese of Nueva Segovia made a documentary inventory of the demolished black sand mining processing plant in Sitio Namnama, Tamorong, Sta. Catalina, Ilocos Sur via Nagtupacan, Pudoc Sur, San Vicente, Ilocos Sur on August 24, 2013. The first four parts of the documentary inventory cover the scraps and machineries in the demolished structure of the processing plant, with Sr. Lilian Carranza, OSB as guide and Cpl Harold Kim M. Bautista, team leader of the Philippine Army team securing the demolished mining site since Aug. 8, 2013, as witness. The last two parts (5 & 6) of the documentary inventory cover the 36,000 metric tons processed black sand stockpile being hauled and returned to the seashore, large suction machine, pipes, fuel tank, electric generator and ships along the seashore, with Fr. Albert Rabe as guide and PFC Christopher Rico F. Gacos of the Philippine Army securing the demolished mining site, as witness.

However, the government averred that magnetite mining has the potential of boosting the country's mineral sector, create more jobs and start the local industry rolling. Underscoring the importance of magnetite, as a major ingredient of iron, extraction of this metallic mineral will be inevitable if the country is to develop its local steel industry, leading to its industrialization.

81st Infantry Battalion Philippine Army PATROL REPORT 150830H Oct. 2013, Cpl. John Dan T. Villaflor and PFC John Joshua M. Toledo, Army team members assigned by Department of Justice to secure the demolished three mining sites namely in San Sebastian, San Vicente, Ilocos Sur, Sitio Namnama, Tamorong, Sta. Catalina, Ilocos Sur and Caparacadan, Caoayan, and stationed at San Vicente, Ilocos Sur, - conducted vicinity patrol at San Sebastian, San Vicente, Ilocos Sur. A noticeable blue building of around 400 square meters, erected around 100 meters from the break sea water along the seashore of San Sebastian, San Vicente, still being used as storage and workplace from mining operation is found to contain the following: more than ten (10) motor dynamo, one (1) ship motor engine, rolls of big electric wires, two (2) loader equipment, big hose, many work helmets and many container boxes. The building was secured by two (2) guards with three (3) workers repairing the motor dynamo and painting the loaders. Done this 23rd of October 2013, San Vicente, Ilocos Sur. Cpl. John Dan T. Also known as black sand mining, different groups have spearheaded campaigns against this massive extraction of magnetite which poses danger on the environment and livelihood along coastal communities in the country. However, the government averred that magnetite mining has the potential of boosting the country's mineral sector, create more jobs and start the local industry rolling. Underscoring the importance of magnetite, as a major ingredient of iron, extraction of this metallic mineral will be inevitable if the country is to develop its local steel industry, leading to its industrialization.

30,000 cubic meters are already extracted from 2 hectares area along the seashore of Caparacadan, Caoayan, Ilocos Sur, transported by Chenglong Motors of China Trucks on 300 cubic meters daily basis since Oct 2012 to Salomague Port, Cabugao, Ilocos Sur for shipment to Taiwan. The volume on site ready to be hauled is 1,000 cubic meters as on going operation in Caparacadan, Caoayan, as seen in this Photo Album and Videos taken on Jan 9, 2013, with 3 backhoe equipment, 5 loaders, 10 Chenglong Motors of China Delivery trucks, and 4 conveyor machines. No more black sand in Caparacadan. It is already devastated land. Similar large scale Black Sand extraction has already been done in San Sebastian, San Vicente, since 2008. This is on shore mining. In Sta. Catalina, the whole seashore of Paratong and Tamorong is now eroded due to off shore mining since 2008. Off shore mining is the use of sanction machine to extract 200 truck loads in just four hours with cargo vessel docked even three kilometers away from the seashore.
