As Simon Tisdall has pointed out on Comment is Free, the conflict in eastern Democratic Republic of the Congo looks intractable and there is little appetite, in Britain or elsewhere, to send more troops there. But while the fighting is not going to stop as long as militias control the region's natural resources, consumers in the west do have the power to limit their funds. One of the precious metals mined in eastern Congo is coltan. It is used in many common products: mobiles, computers, digital cameras, GPS equipment, airbags, hearing aids and even pacemakers. While 80% of the world's known coltan reserves are in eastern Congo, only about 1% of the metal sold on the open market is Congolese. The reality is that most of Congo's coltan is sold illegally and the revenue, instead of going towards the country's development, is helping to fund the ongoing violence. The coltan mines in the east are controlled by various armed groups. One of the consequences is that civilians, including children, are recruited as forced labour. The mortality rate in these mines is high. In a UN report discussed yesterday by the security council, the Congolese and Rwandan governments are accused of backing militias to fight a "war by proxy". All the groups, including the Congolese army, are accused of human rights violations that range from massacres and torture to widespread rape of women and children. In this on-off war, it's estimated that 45,000 people die each month; since August, 250,000 have been displaced. The UN's force in Congo, Monuc, has so far failed to stop the fighting, despite being the largest and most expensive peacekeeping mission in the world. Democratic Republic of the Congo is the size of western Europe: 17,000 troops, or even the proposed increase to 20,000-strong force, are insufficient. The EU recently refused to send in soldiers, preferring to try political negotiations. What it should be doing is to regulate the international sales of Congolese minerals more efficiently. Just as blood diamonds fuelled the civil war in Sierra Leone, the illegal trade fuels the DRC conflict. As long as militias and politicians continue to make money from minerals, there is no real incentive to find a lasting peace. The companies involved in buying Sierra Leone's diamonds only located their consciences when consumers started asking questions about where their gems were coming from, and profits were threatened. A certificate systemis supposed to detail the origins of any coltan, but it is not strictly adhered to. Many companies don't ask and if they do, they settle for vague answers and fraudulent papers because Congo's coltan is abundant and much cheaper than that of rival exporters. The vast majority of those who donate to charitable appeals for Congo are unaware that their Christmas present purchases are probably feeding the conflict as fast as charities can alleviate it. Asking a few more questions about the gifts we buy would force the suppliers to come clean about their origins.

The high cost and uncertainty about requirements have slowed compliance with regulations meant to discourage sales of key minerals to benefit armed groups. http://spie.org/pw - SPIE Photonics West Symposium In 2010, the United States Congress passed the Dodd-Frank Act, mandating the issuance of rules requiring certain companies to disclose their use of conflict minerals if those minerals are "necessary to the functionality or production of a product" manufactured by those companies. Those minerals include tantalum, tin, tungsten or gold (3TG). Congress enacted Section 1502 of the Act because of concerns that the exploitation and trade of conflict minerals by armed groups is helping to finance conflict in the Democratic Republic of Congo region and is contributing to an emergency humanitarian crisis. Douglas Hileman has over 35 years of experience in compliance, risk management, and auditing, with nine years of experience in industry. He led two Independent Private Sector Audits (IPSAs), one each for the 2013 and 2014 reporting years. His firm (Douglas Hileman Consulting, LLC, in Los Angeles) is one of only six (three based in the U.S.) who have conducted an IPSA submitted to the SEC in the first two reporting years. After a strong campaign by the Socialists and Democrats, the European Parliament today adopted a new law to exclude conflict minerals from the European market. The law will introduce a legal system to ensure the traceability of tin, tungsten, tantalum and gold. These minerals and metals are vital for the production of everyday items such as mobile phones and household appliances. The Commission, the Council and the Conservatives in the European Parliament were pushing for a voluntary system, but the S&Ds led the charge to overturn this into a mandatory system, setting a new global standard in responsible sourcing. S&D Group leader Gianni Pittella said: “Today’s vote is a milestone for a values-driven trade in minerals. 95% of all conflict minerals imported into Europe will now be covered by the new law. Products sold in the EU will no longer fuel armed militias or foster human-rights violations in conflict areas. I am proud that we succeeded in cutting off a vital source of income for warlords, whilst not imposing additional burdens on small EU businesses. This is a victory for the S&D Group, but first and foremost it is a victory for millions of men, women and children in Africa.” S&D spokesperson on conflict minerals, Marie Arena MEP, said: “The Commission’s initial proposal would have created a weak and ineffective system. We turned the Commission proposal upside down. The law adopted today will create a European market for responsibly traded minerals sourced in fragile regions and will cover a vast majority of the supply chain by mandatory due diligence standards and disclosure requirements. "We wanted to go even further, and we will. Through future reviews built into the regulation we will continue to achieve a fairer system. The village of Kalibo Mandigo, located in the Ituri rain forest in the eastern part of the Democratic Republic of Congo, lies in the heart of an obscure war zone that few in the West know about. The densely forested expanse along a stretch of border between the nation once known as Zaire and Uganda, furnishes some 80 percent of planet's Columbite Tantalite, or "coltan," an ore that is an essential ingredient in the creation of the miniature Tantalum capacitors present in virtually all electronic devices, including laptops, cell phones and pagers. Coltan is panned for by hand in much the same way as gold during the California gold rush of the 19th century. The demand by major companies such as Nokia and Sony for coltan (Australia is the other major source) has made the Congo into a battleground for rogue miners, who enter the country, through Rwanda, Uganda and Burundi. The number of Pygmies is in constant decline as a result of the border fighting. On the move constantly, the pygmies, who are considered inferior, face the wrath of Congolese troops and Rwandan raiders who cross the border seeking the coltan. They were victims of rape, murder and cannibalism. According to Minority Rights Group International there is extensive evidence of mass killing, cannibalism and rape of Pygmies and they have urged the International Criminal Court to investigate a campaign of extermination against pygmies. Although they have been targeted by virtually all the armed groups, much of the violence against Pygmies is attributed to the rebel group, Movement for the Liberation of Congo. Pygmy is a term used for various ethnic groups worldwide whose average height is unusually short; anthropologists define pygmy as any group whose adult men grow to less than 150 cm (59 inches) in average height. A member of a slightly taller group is termed "pygmoid." The best known pygmies are the Aka, Efé and Mbuti of central Africa. The term "pygmy" is sometimes considered pejorative. However, there is no single term to replace it. Many so-called pygmies prefer instead to be referred to by the name of their various ethnic groups, or names for various interrelated groups such as the Aka (Mbenga), Baka, Mbuti, and Twa. The term Bayaka, the plural form of the Aka/Yaka, is sometimes used in the Central African Republic to refer to all local Pygmies. Likewise, the Kongo word Bambenga is used in Congo. The term pygmy, as used to refer to diminutive people, derives from Greek πυγμαίος Pygmaios via Latin Pygmaei (sing. Pygmaeus), derived from πυγμή -- a fist, or a measure of length corresponding to the distance between the elbow and knuckles. In Greek mythology the word describes a tribe of dwarfs, first described by Homer, and reputed to live in India and south of modern day Ethiopia. Various theories have been proposed to explain the short stature of pygmies. Evidence of heritability has been established which may have evolved as an adaptation to low ultraviolet light levels in rain forests. This might mean that relatively little vitamin D can be made in human skin, thereby limiting calcium uptake from the diet for bone growth and maintenance, and leading to the evolution of the small skeletal size characteristic of pygmies.Other explanations include lack of food in the rainforest environment, low calcium levels in the soil, the need to move through dense jungle, adaptation to heat and humidity, and most recently, as an association with rapid reproductive maturation under conditions of early mortality. Other evidence points towards unusually low levels of expression of the genes encoding the growth hormone receptor and growth hormone relative to the related tribal groups, associated with low serum levels of insulin-like growth factor-1 and short stature. Au centre du Chili, dans la province du Choapa, s’est implanté il y a 10 ans le troisième plus grand réservoir de déchets miniers du monde. Dans la vallée du Mauro, cette mine se trouve sur le territoire de la communauté rurale de Caimanes. Pour mieux comprendre les enjeux de cette exploitation et les conséquences sur l’environnement et la population, France Libertés propose un webdocumentaire, véritable chronique d’un territoire sacrifié. Avec Elif Karakartal, anthropologue et documentariste, réalisatrice du webdocumentaire "Caimanes, chronique d’un territoire sacrifié." Avant de regarder les conséquences de ce cas d’extractivisme, que représente, pour le Chili, l’exploitation des ressources minières ? « Depuis de nombreuses années, le Chili a basé sa croissance sur l’exploitation des ressources naturelles, en particuliers, les ressources minières. Pinochet avait mis en place une série de lois - le code minier et la réforme du code de l’eau - pour permettre aux multinationales de travailler plus facilement sur le territoire. C’est à partir des années 1990 que les mines à grande échelle vont s’implanter sur le territoire chilien. Cela va signifier une plus grande permissivité par rapport aux entreprises minières qui vont s’implanter sur le territoire. Beaucoup de projets, des mines de plus en plus grandes, qui veulent soutirer le minéral de plus en plus rapidement. C’est un modèle qui génère peu d’emploi, environ 2% pour le secteur minier. Il y a beaucoup d’emplois indirects. Cela rapporte beaucoup d’argent aux entreprises minières. Il n’y a pas beaucoup d’argent pour l’Etat. On va baser l’essor du Chili sur l’extractivisme. On est dans le cas d’une économie qui est dans un modèle de dépendance par rapport aux cours mondiaux du cuivre et qui ne permet par réellement un développement autonome. On reste dans un schéma colonial, où on dépend de l’achat de cuivre par l’étranger. » Ce réservoir de déchets miniers se trouve à Caimanes, un petit village du centre du Chili. « Caimanes se situe à 200 kilomètres au nord de Santiago. On est dans la partie la plus étroite du Chili. La mine de cuivre est située à côté de l’Argentine et le réservoir de déchets miniers, au-dessus de Caimanes, est situé à 60 kilomètres de la mine de cuivre. Les déchets miniers sont acheminés dans le réservoir à 10 kilomètres au-dessus de Caimanes. » A proximité se trouve ce réservoir de déchets miniers qui a ouvert en 2008. C’est un réservoir important. A quoi sert-il ? « Ce qu’il faut savoir c’est que l’exploitation du cuivre génère énormément de déchets. L’entreprise minière a décidé au début des années 2000 d’entreposer ces déchets dans une vallée fertile, en forme de cuvette. Il a suffi de construire un mur de contention pour barrer les entrées de la vallée et d’amener les déchets miniers qui sont composés de beaucoup de produits toxiques, de métaux lourds. Malheureusement, ce ne sont pas des déchets qui disparaissent facilement. » Quels dangers fait courir ce réservoir pour l’environnement ? « La surface est telle qu’il a été impossible d’isoler complètement les déchets de la terre. Les déchets pénètrent dans la terre et polluent l’environnement de manière durable. Il y a un contact avec l’eau. Le danger, c’est la contamination de l’eau. Il y a eu des analyses faites dans cette vallée qui ont démontrés que les métaux lourds ont été en contact avec l’eau potable. En 2012, il y a eu un rapport qui disait que l’eau n’était pas apte pour la consommation humaine, ni animale, ni même les cultures. On a un danger immédiat par rapport à la consommation de l’eau. En outre, il s’agit d’un édifice de 300 mètres de haut situé en amont de Caimanes. Le Chili est l’un des pays les plus sismiques de la planète. Le réservoir est en plus situé sur des failles géologiques. En cas de tremblement de terre, il pourrait y avoir une rupture de la paroi de la digue de contention. Les déchets miniers déferleraient dans la vallée. Il suffirait de 10 minutes pour que les déchets miniers ensevelissent une grande partie du village et aille jusque dans l’Océan Pacifique. Ce serait une disparition de Caimanes et une contamination de toute la vallée jusqu’à l’Océan. » La semaine prochaine, nous verrons ce que ce réservoir a comme conséquences sur la vie des habitants de la région.

When the Red Army approached Auschwitz on January 27, 1945, the survivors met their liberators with shouts of “the Russians have come.” The first words of Major Anatoly Shapiro, who was in command of the unit that entered the death camp, were: “The Red Army came to set you free.” Watch more films about World War II: https://rtd.rt.com/tags/ww2/?page=1 Surprisingly, nowadays, on a tour of the notorious extermination camp, you would never hear Polish guides mention that Russians liberated Auschwitz. Instead, you would be told that World War II was started by Stalin, jointly with Hitler. Today, the whole story of how the Red Army saved Europe from the Nazis is being wiped from Western history books, with Russian soldiers increasingly being portrayed as oppressors and occupiers rather than saviours. Poland’s lower house of parliament even approved a bill to demolish Soviet-era statues, including monuments to Red Army soldiers. The law was proposed by Poland’s Institute of National Remembrance, whose professor has said: “I can say with confidence that here the Red Army is seen as invaders that occupied our lands.” However, the people in the middle of the conflict were perfectly aware of the sacrifices the Red Army made to beat the Nazis. During August 1942, President Roosevelt wrote to Stalin “The United States understands that the Soviet Union is bearing the brunt of the war.” Today’s generation is widely under the impression it was the US that won World War II, as that’s what their textbooks generally tell them. Very few Westerners know that, while United States military deaths in the European theatre amounted to some 300,000, the Soviet Union suffered well over 25 times that number. Moreover, the Red Army fighting in the east killed more than four times as many German soldiers as the US and its allies did on the Western Front. In fact, the famous D-Day invasion, which opened the second front in Europe, was only launched in June of 1944, after it was already clear the Red Army could achieve complete victory over the Nazis on its own. However, not everyone has forgotten the heroism of the Red Army soldiers that stopped Hitler’s war machine in Stalingrad and then pushed it back to Berlin. Some Europeans and members of memorial societies still actively document and maintain the graves of Soviet soldiers and preserve monuments to them. Often, they are elderly survivors of the war or descendants of those who were shown kindness by the liberating Soviet soldiers. One such activist is Polish Army Reserve Colonel Tadeusz Kowalczyk, who said “in fifty years Polish kids will think that it wasn’t the Red Army that liberated Poland... but the American one. It is the Democratic Republic of the Congo's largest source of export income. In 2009, the Democratic Republic of the Congo (DRC) had an estimated $24 trillion in untapped mineral deposits, including the world's largest reserves of coltan and significant quantities of the world's cobalt. The United States Geological Survey estimates that the DRC has 1 million tons of lithium resources.During the Second Congo War mass-scale looting of mineral assets by all combattant forces—Congolese, Rwandan, Ugandan and foreign civilians—took place. The small artisanal mining operations the fighters were robbing sometimes shut down afterwards and larger foreign businesses reduced operations as well. Following the peace accord in 2003, the focus returned to mining. Rebel groups supplied international corporations through unregulated mining by soldiers, locals organized by military commanders and by foreign nationals. The political framework was unstable. In 2009 the DRC signed a loan contract with the International Monetary Fund (IMF) for $12 billion of debt relief in 2010. The loan included trade conditions, such as liberalization of the diamond trade. At the end of 2012 the IMF suspended the last payments, because of a lack of transparency in the DRC's process for awarding mining contracts. The mining sector has since expanded, but commodity prices have declined and this has hampered the DRC's progress. Much mining has been done in small artisanal mining operations, sometimes known as Artisanal and Small-Scale Mining (ASM). These small-scale mines are unregulated, with high levels of child labor and workplace injury. They can occur within protected areas, and around endangered or threatened species. As of 2008 many ASM operations existed for minerals such as coltan. ASM operations employ a significant portion of the DRC's population; estimates range up to one fifth of the population, or 12.5 million people. Problems stemming from artisanal mining include disruption of families, mining-related illnesses, environmental damage, child labor, prostitution and rape.

Today marks the 45th day of protests against the Southern Copper Corporation’s mining project, Tia Maria, in the Arequipa region of southern Peru. A resolution to the conflict is unlikely any time soon after police killed construction worker Henry Checlla, shooting him in the back, during ongoing clashes. In response to his death, protesters extended the demonstrations to new locations and launched a three-day strike in which businesses and schools have been closed. The government and most of the corporate media have portrayed the demonstrators as vandals and insist on the continuation of the Tia Maria project despite the fact that 90% of the people in the area reject it because of its negative impact on agriculture. Cobalt is a common component in lithium-ion rechargeable batteries, and it's projected to command more and more demand as electric vehicles are adopted in greater numbers. Currently cobalt is trading at about $26 per pound. Securing reserves of the kinds of materials used in batteries will be key to Volkswagen’s future growth. After the so-called “dieselgate” scandal of 2015, Volkswagen Group pledged to pivot away from diesel to electric vehicles (EVs). The German automaker has said it wants to produce up to 3 million electric vehicles by 2025 and offer 80 electric vehicle models across all 12 brands by 2030. If VW Group succeeds, it would be a considerable feat given that so far there are only about 2 million EVs of any brand on the road worldwide. As more automakers move to develop EVs, the minerals used to make car batteries will become more and more important. In 2015, Tesla secured two contracts with mining companies Bacanora Minerals and Rare Earth Minerals, as well as Pure Energy Minerals to explore lithium deposits in northern Nevada and Mexico. Cobalt is often used as a component in electric powertrain batteries because cobalt-based lithium batteries tend to have high energy density (although other materials like nickel and manganese can be used in lithium-ion batteries as well, depending on the battery application). Cobalt is primarily mined in the Democratic Republic of Congo (DRC), often under exploitative conditions. According to UNICEF and Amnesty International, around 40,000 children are involved in cobalt mining in DRC where they make US$1-2 per day. Apparently, the wording of Volkswagen’s request for proposals stipulates that child labor is not to be used to produce the cobalt the company buys. (As always, such stipulations are only good when enforced. A 2016 report from the Washington Post shed light on the fact that many companies turn a blind eye to human rights abuses perpetuated by materials suppliers.) While 50 to 60 percent of cobalt comes from DRC, cobalt is also found in Canada, China, Russia, Australia, and Zambia. According to sources speaking to Reuters, VW Group asked cobalt suppliers to submit proposals for a 10-year contract, which would start in 2019. Volkswagen later told Reuters that procuring all the materials needed to meet its 2030 goals would result in a total order volume worth €50 billion (or $59.76 billion USD). The company reportedly wants to have contracts settled by the end of 2017 and is looking for a fixed price for the cobalt it buys over the years. “Analysts estimate each battery uses between 8-12 kg of cobalt," Reuters reported. GUE/NGL MEPs have praised the regulation on conflict minerals which was passed by the European Parliament today, while highlighting that much more is required to address the problems faced by those in conflict areas. GUE/NGL Coordinator on the European Parliament's International Trade Committee, Helmut Scholz, outlined the problem: "Warlords lead armed gangs to gain or defend control over areas with raw materials and mines. People are being murdered for access to gold, tin, coltan and tungsten. The raw materials are turned into cash, cash is used to buy weapons, more weapons equip more fighters and whoever has more fighters has more power. Whoever has more power can control a larger area and steal more raw materials and gain more wealth. So, it is often an endless spiral of war." "This business model only works because unscrupulous companies – including some in Europe – buy the commodities from the warlords. "With this new European law we are therefore drawing a line before them. For the first time companies will be legally required to apply due diligence to the supply chains of their raw materials. Companies at the beginning of the supply chain – the smelters and refiners – will have to prove the origin of their raw materials. While remaining positive about the legislation overall, Scholz expressed disappointment over the timeframe for implementation: "Unfortunately this will only begin three years from now. How many victims will there be between now and then?" He called on the Commission to "push for the rapid introduction of supply chain control, front-load the accompanying measures and come up with innovative ideas going beyond the projects already underway." Italian MEP, Eleonora Forenza, was also positive about the regulation, yet raised the need for further action: "The regulation doesn’t cover all the conflict minerals. It establishes minimum quantities of imports for which reporting is required, but below this threshold there are no requirements for traceability." "In addition, only the importers of the raw materials – not the producers of the final products which contain these minerals – will be bound by traceability, so this is just a first step." "We still have a lot to do. I believe that the Commission must monitor the implementation of this regulation very closely." Spanish MEP, Lola Sánchez Caldentey, was more critical: "In 2014, the Commission published a weak legislative proposal on the blood minerals trade and exploitation. One year later, the Parliament took a clear position reflecting the voices of the citizens and civil society organisations that were calling for a robust and binding law to oversee the whole supply chain, from the mines to our hand-held devices." "After two years of negotiations with member states, the outcome is a watered-down piece of legislation. It only goes half way and does not put an end to the root causes of the problem. It is merely a band-aid to ease the consciences of those who are satisfied with minimal action." "We voted in favour because this step is better than nothing, but we will be back for more. (5 Mar 2009) Roman Catholic bishops in Italy are urging the faithful to go on a high-tech fast for Lent, switching off modern appliances from cars to MP3 players and abstaining from surfing the Web or text messaging until Easter. The idea gives a modern twist to more traditional forms of abstinence in the period Christians set aside for fasting and prayer ahead of Easter, and shows the church's increasing focus on the use of technology as well as its perceived abuses. Dioceses and Catholic groups in Modena, southern Bari and other cities have taken up a ban on text messaging every Friday in Lent, which began last week with Ash Wednesday. "It's a small way to remember the importance of concrete and not virtual relationships," the Modena diocese said in a statement. "It's an instrument to remind us that our actions and lifestyles have consequences in distant countries." The diocese said the 'No SMS day' seeks especially to draw attention to years of conflict in the Congo, in part fuelled by the struggle for control of coltan mines. The mineral is an essential material in cell phones. The Turin diocese, meanwhile, is suggesting the faithful not watch television during Lent, while in the northeastern city of Trento the church has set up a "new lifestyles" calendar that proposes different changes in everyday life for each of the period's five weeks. Some ideas include leaving cars at home and using a bike or bus, refraining from throwing chewing-gum on the street and recycling waste, and enjoying the silence of a week without the Internet and iPods. Italians and clergy reacted cautiously to the proposals, with some saying Lenten abstinence should be a personal matter and others contending that people who depend on technology to work shouldn't be asked to give it up. "I am a priest but I don't understand. Why shouldn't I send a text message? I can even use a text message to give advice to someone, to respond to the needs and demands of the faithful," said Father Josip, a priest from Croatia. Many of the appeals for technological abstinence could be found on the Web sites of the various dioceses, highlighting the church's increasing and in this case contradictory appreciation for the reach of modern communication, even as it remains wary of new media. In January, the Vatican launched its own YouTube channel, with an inaugural address by Pope Benedict XVI who welcomed viewers to this "great family that knows no borders". Benedict praised social networking sites such as Facebook and MySpace for forging friendships and understanding, but cautioned that online networking could isolate people from real social interaction. When projects are well implemented, preserve the rights of affected people and its benefits are well managed, extractive industries can contribute to sustainable development and economic opportunities. However, the impact of extractive industries can also represent a serious challenge to the people impacted negatively by their activities. In recent decades, the importance of extractives industries in Latin America and the Caribbean has increased, with countries seeking to provide a stable investment climate, diminishing legal and regulatory framework, and limiting taxes on private companies. This has accelerated rates of economic growth but it has also been accompanied by significant levels of corruption, social conflict and environmental damage, in some cases undermining democracy and the human rights of many people in the region. How can extractive industries and government regulation balance local expectations with national development plans and calibrate industry regulations and investment promotion? How can stakeholders (policymakers at all levels, civil society, multinational corporations) maximize the benefits of extracting resources, while minimizing the risks of corruption, resource-curse ills, violation of human rights and environmental degradation? How can a favorable investment/business environment be created without sacrificing long term national interests, or jeopardizing local goals and rights? This conference, organized by the different Latin American students’ organizations at Georgetown University and sponsored by Georgetown University’s Latin American Initiative, aims to bring together researchers, practitioners and community leaders from throughout the region that can help us think through this difficult yet poignant questions.
