After the Supreme Court order dated 7 Feb, precisely 88 mining leases in the state of Goa stood cancelled from 15th March. Prudent surveyed various mining belts in state. Goa State Pollution Control Board has has swiped into action against mining companies after Sonshi incidents. GSPCB has decided to take bank guarantee from various mining companies before granting consent to mining units. If the companies fail to control the Air and Water pollution in the lease areas their bank guarantees will be seized by the board Board has decided the guarantee amount. Rs 50 lakhs for mining leases area who have above 100 hectares Rs 25 lakhs for mining lease area between 50 hectares and 100 hectares Rs 12.5 lakhs for mining lease area below 50 hectares. GSPCB will monitor the air and water quality. Board will use mining companies monitoring stations. Till date board has not renewed the consent of any mining units which were operated in Sonshi village. Offices of Goan mining companies searched

The offices of two of Goa's top mining firms, the Bombay Stock Exchange-listed Sesa Sterlite Ltd and the Anil-Salgaocar owned Salgaocar Mining Industries were raided and searched by sleuths of the Karnataka Police on Tuesday. Details of the raids were not available but sources said the searches had nothing to do with the illegal mining scam in Goa but that related to the scam in Karnataka which was exposed by the then Karnataka Lokayukta, Justice Santosh Hegde. The Karnataka officials searched the offices for well over two hours and have reportedly taken in possession some incriminating documents. Efforts by In Goa News to contact the management of both Sesa Sterlite Ltd as well as Salgaocar Mining Industries for comments proved futile.

Violation of rules by the trucks carrying mineral ore cause congestion on the roads in the mining areas of Goa Wanton unregulated mining and mining related activities are harming the peace and serenity of Goa in more ways than one. Following our recent video on water pollution caused by the mining industry, Community Correspondent Sulochana Pednekar bares face of another consequence of mining in Goa. Most mining areas in Goa, face the problem of road congestion due to the incessant flow of mining traffic throughout the day. Everyday close to 3,000 trucks carrying mining ore speed on the roads of Usgaon,Savordem, Quepem, Sanguem in Goa , endangering the lives of several people . These trucks violate traffic norms and cause severe traffic jams, leaving professionals and students stranded on streets. According to an order issued by the court, the trucks are permitted to transport goods from 7:30 am to 5pm. They are supposed to stay put in one spot between 1-2pm to ensure that vehicles carrying school kids are not trapped in a traffic jam. However, due to a lack of deployment of police personnel at checkpoints, these rules are violated by the trucks. They start transporting mineral ore right from 7 am and go on till 8 pm and between 1 pm and 2 pm, they line up one behind another in the middle of the road, causing roadblocks either way. ?There are days when there are almost 500 trucks lined up on the road at the same time. Children can?t make it in time for school because they are stuck on the road due to the traffic jams?, says Sulochna. Due to the traffic congestion on these routes, buses have to take alternate routes, making public transport inaccessible for the people living in these areas. Retired teacher Ranjit Kakodkar, feels that the government should regulate the purchase of trucks by suspending sales for a year or two because there is no more place on the roads. Recover Rs 35,000 crore, keep 80 percent: CM Parrikar Saturday, March 16, 2013, 22:16 Panaji: Goa Chief Minister Manohar Parrikar on Saturday threw a challenge to his detractors who have been claiming that he was soft on the mining industry indicted in a Rs 35,000 crore scam, offering them the lion's share of the sum if they recovered the money. "If anyone recovers Rs 35,000 crore (from the mining industry), I will give them all the money. I will keep only 20 percent, which is Rs 7,000 crore. Let them keep the rest," Parrikar said, noting that recovery of revenue was not as easy as it appears. "It is a very cumbersome process," he said. Parrikar also targeted "one or two environmentalists" for ignoring the plight of the hundreds and thousands of mining workers, who had been rendered temporarily jobless due to the Supreme Court enforced ban on mining. "It is a funny situation. All the mine owners, government and even union leaders are on one side, and these one or two environmentalists on the other," he said. As Chief Minister, Parrikar been accused of being close the mining lobby by the opposition as well as anti-mining activists, who have demanded that the government recover dues allegedly pocketed by mining companies in Goa's multi-crore mining scam. A judicial commission headed by former Supreme Court judge MB Shah has pegged Goa's mining loss at Rs 35,000 crore, and alleged a scam in the mining sector which he said was carried out by mining companies which were in cahoots with politicians and bureaucrats. Union ministry of mines has already begun with the process of auctioning of mining blocks in 11 mineral rich states across India. Recently, Goa has also been asked to furnish details of the mining blocks expected to be auctioned in 2018-19. But sources from Mines Department are of the opinion that it is impossible. They say that the issue of auctioning Goa's mining blocks came up only after the Supreme Court order on March 15. Sources have also informed that Goa has not identified any mining blocks for auctioning. Process of identifying mining blocks started in the year 2017 when mining leases in Goa was renewed till the year 2027. On 7th February this year, Supreme Court cancelled all the existing iron ore mining leases in Goa. Department has also conveyed to Mines Ministry that it is not possible for Goa to identify mining blocks for auctioning in the year 2018-19. BACKGROUND: In September 2012, Goa went the Karnataka way. First, the Goa government, and subsequently, the Supreme Court (SC) ordered a ban on iron ore mining operations across the state due to environment and encroachment concerns, bringing to halt the state's annual production of over 40mn tons of iron ore. With mining contributing to 30% of the state's revenues, this ban has hit the state hard. This is the VERY FIRST hard-hitting ground report for which I traveled to the dusty mines and government offices across Goa, to bring to light the implications of the issue on the mining industry. STORY: The Central Empowered Committee has recently submitted its report on illegal mining in Goa to the SC and it doesn't contain much good news for the industry. In fact, with the resumption of operation nowhere in sight, the state's mining industry is reaching breaking point. (Insert: Shot of Sesa Goa's mine) Three months ago this mine by Sesa Goa was one of Goa's busiest mines. Every year 4.5 million (mn) tons of iron ore was mined here, and this placed was abuzz with 1500 employees who worked here every day. But now, with the ban on iron ore mining imposed in Goa since September this year, there's only a deafening silence. Sesa Goa is not alone. Mining has stopped in all 90 working mines across Goa following the state's and the Supreme Court's orders, consequently bringing to halt the state's annual production of 40mn tons. Further, the SC-appointed Central Empowered Committee's (CEC) recent recommendation that mining should not resume in 42 of the state's mines because of environment and encroachment concerns is only making matters worse for the ailing industry. So is the CEC's insistence that the Reclamation and Rehabilitation Plan be implemented by companies before resuming mining. Ambar Timblo, MD, Fomento Mines which is one of the large mining companies in Goa says, "From end of May-June of every year till September mining is shut down in Goa because of the monsoon. So the suspension came at a very difficult time because it was a restarting of the season." The situation is grim especially for Sesa Goa, which mines around 14mn tons annually, a third of Goa's total production. Its production in the first half of this fiscal has dropped by 32% from 5.5mn tons last fiscal to 3.7mn tons this fiscal, prompting PK Mukherjee, MD, Sesa Goa to share, "If it is partly shut, partly open then there is question of quantification. There's nothing to be quantified. Everything is shut. Our mining revenue is zero." The ban has also set off a Rs 500cr shortfall in the state's revenues this fiscal, cutting the state off revenues of Rs 1250cr and the central government off taxes of Rs 6500cr. But the Goa government seems more concerned about the unemployment arising out of this ban and is working on an action plan to scrutinize all mining leases. Manohar Parikkar, Chief Minister, Goa is seeking time. He says, "It is the constitutional right of the elected government to govern. So please allow me to govern. Allow me to do the things to clean up the matter because I have been voted for that. I'm accountable to the people." Principal Secretary of the Government of Goa, RK Verma is aware of the challenges that loom ahead, "A large number of families are dependent on mining. Now state government cannot suddenly find jobs for them in one day." Miners at their end are hoping for some relief when the Supreme Court hears their case next month. CEC has recommended the implementation of the Reclamation & Rehabilitation plan before allowing miners to start mining operations in Goa. But given that this process would take over a year to complete, miners intend to appeal to the SC to allow mining to resume, while simultaneously bringing in measures to keep mining irregularities at bay.

After an 18-month long wait the Supreme Court has partially lifted the mining ban in Goa. But in a bid to curb illegal mining, the apex court has capped the output at 20 million tonnes a year. While the move will brighten the prospects of domestic players like Sesa Sterlite, it will also help India regain its lost share in the export market. A final call will be taken after a court-appointed panel submits its report on the environmental impact in the next six months.

It could not have been worse for the captains of Goa's mining industry. Already reeling under the adverse economic effects of the nearly two-year-long ban on mining in Goa, they will now have to fend themselves from the prosecution claws of the Enforcement Directorate which has booked an enforcement case investigation report (ECIR) suggesting money laundering and corruption with regard to the Rs 35,000 crore worth illegal mining between 2004 and 2012. The Enforcement Directorate case reportedly names government officials, mining companies and entities identified by the Supreme Court-appointed Central Empowered Committee, the report of the Justice M B Shah commission and public accounts committee report of Goa. There are no specific names listed by the ED in its case. The Enforcement Directorate sleuths have based their case on fabrication of documents and the use of these documents for the fraud with active support of government officials. The case has been booked by an officer of the rank of joint director of the Enforcement Directorate.
